EAPC was formed and operates on solid corporate governance structures. We appreciate that good corporate governance is a cardinal foundation for sustainable corporate success and enhances the confidence placed in EAPC by the member councils and stakeholders at large.

Kajubi is the immediate past president of the World Association of Press Councils (WAPC). He is currently the chairperson of the newly formed East Africa Press Councils Association.
He has written or contributed to 14 books, including journalism training manuals, biographies, poetry anthologies, and novels. Among several books he has authored are: Reporting Elections in Tanzania: A Manual for Journalists; Science and Research Reporting: A Manual for Tanzania Journalists; and Tanzania Media Laws: A Handbook for Practitioners. Kajubi is an ardent advocate of media self-regulation, freedom of expression and press freedom.

An advocate of devolution, David oversaw and coordinated the establishment of more than 18 community radios in different parts of the country to promote community dialogue for sustainable peace and rural development.
David has a Bachelors degree in Journalism, a Masters degree in Mass Communications from the University of Leicester and a Masters degree in Contemporary Diplomacy from the Royal University of Malta in 2022. In addition, David is an Alumni of the London School of Economics where he studied Public Policy Analysis, The DiploFoundation Malta where he graduated with an Advanced Diploma in Internet Governance and the University of Cape town where he studied Compliance Management, Public Administration and Governance. He is currently pursuing his PhD course in Organizational Leadership at Columbia International University, USA.
David's published research areas are: The role of Kenya's vernacular media in fanning ethnic animosity during the elections period and Challenges facing Kenya's content regulators in the Internet era. His ongoing PhD research is on “Merit and the Principle of Subsidiarity as an Anchor for Improving Service Delivery and Accountability in the Kenyan Public Service". David's other areas of research interest include: Public interest media for sustainability in the digital era and changing consumer trends and navigating the delicate balance between press freedom and responsible journalism.
Emmanuel Mugisha

In his previous roles, Emmanuel served as the Legal Advisor at The Media High Council (MHC) before assuming the Director of professionalism and Media Development position, where he was appointed as a Cabinet appointee on December 7, 2011. Recognized for his exceptional abilities and dedication, he was subsequently appointed as the Acting Executive Secretary of the Media High Council, a testament to his expertise and leadership qualities, as per The Prime Minister's order on January 6, 2012.
Emmanuel is a well-educated individual with a profound academic background. He holds a master’s degree in international relations and diplomacy, which has undoubtedly enriched his strategic perspective and global outlook. Additionally, he possesses a bachelor’s degree in legal laws (LLB), providing him with a solid foundation in legal matters.
Emmanuel's core strength lies in his profound understanding of the media sector, particularly its regulatory and governance aspects. Throughout his career, he has been instrumental in initiating, coordinating, and successfully implementing numerous projects to advance and enhance the media sector, including the establishment of The East Africa Press Council as a founding executive member and its treasurer.
Emmanuel Mugisha has a remarkable track record characterized by his leadership in spearheading pivotal projects that ushered in significant reforms in Rwanda's media sector from 2011 to 2013. Notably, he served as a key technical lead in the process of gathering consultative input for the May 2011 media policy and subsequent media laws. These legislative reforms brought about essential changes, including the Access to Information Law, Media Self-Regulation, and the Rwanda Broadcasting Agency Law. He also made valuable contributions to the advocacy efforts for reforming the penal code to eliminate defamation and other media-related offenses.
In addition to these achievements, Emmanuel initiated and coordinated the process that led to the creation of the first Media Sector Strategic Capacity Building Plan and the Gender Mainstreaming Strategy in the Media Sector. His commitment to advancing media and gender-related issues in Rwanda is evident in these initiatives. Moreover, he has been a strong advocate for the incorporation of Media and Information Literacy (MIL) policies, particularly in the education and media sectors. This forward-thinking approach aims to address the challenges associated with new media while preserving the constitutionally guaranteed media freedom.
Furthermore, Emmanuel has introduced projects designed to highlight the vital role of the media in promoting environmental policies as a matter of public interest. His visionary leadership and unwavering dedication have unquestionably played a pivotal role in fostering the growth and relevance of the media industry in Rwanda. Notably, he is a member of the National Steering Committee of the Global Environment Fund, Small Grant Programme coordinated by the UNDP.
Emmanuel's journey in public service includes a notable tenure as the Director for Housing Regulation and Standards at Rwanda Housing Authority, a position he assumed through government appointment in 2012. In this official role, he oversaw the technical aspects of establishing the first Rwanda Building Code, alongside other crucial laws pertaining to urbanization and rural settlement in Rwanda.
Emmanuel Mugisha is a dynamic and accomplished professional who continues to leave an indelible mark on the media landscape in Rwanda. His extensive experience, academic qualifications, and proven track record make him an asset in the field of media regulation and governance.
The Secretariat
To implement the strategic objectives EAPC, a strong team of technical experts has been established to assist in the effective implementation of its 2023/2026 Strategic Plan. The Secretariat therefore carries out the substantive and administrative work of EAPC as directed by The Executive.
